The City permitted 351 homes in 2025, up 36.6% from 2022. Of those, 270 were multi-family units, about 77% of the total.
The housing-needs assessment models 2,842 homes over five years, or about 568 a year. The bars show permits issued each year, so they measure permission to build rather than finished homes.

The annual register counts units, not applications. Its 2025 total is 351; the annual report says 349. This chart consistently uses the permit registers. The City rounds its five-year model to 568 homes annually. Need includes existing pressures and growth; it is not a shortage created entirely during this Council's term.
