Change = (2026 benchmark ÷ 2023 benchmark − 1) × 100. All bars share a zero-to-$700,000 scale. VIREB revises earlier benchmarks, so comparing figures copied from different editions can give the wrong change. These are price indices for typical properties, not average sale prices or evidence of Council's effect on prices.
